Ante la circulación del documento “Plan de acción del Grupo norte para en el proceso de desarrollo de la zonificación ecológica, económica-ordenamiento territorial (Región Cajamarca)”, realizado por una consultora del Grupo Norte; denunciamos ante la opinión pública la manipulación de un grupo de empresas mineras (Grupo Norte) que pretendería imponer sus intereses sobre los legítimos derechos del pueblo de Cajamarca.
El documento muestra un peligroso consenso entre las empresas mineras que consideran desfavorable el tratamiento integral de microcuencas con enfoque social de cuencas, el impulso del desarrollo agropecuario, turístico artesanal y micro industrial a partir de las potencialidades de la región, así como el incremento de las áreas de conservación de recursos naturales, el establecimiento participativo de políticas para lograr la administración ordenada del territorio; todos ellos, derechos legítimos de los cajamarquinos. Las empresas se oponen
a cualquier proceso de participación ciudadana contrario a sus intereses mediante el copamiento de los procesos y espacios donde se toman decisiones como viene ocurriendo en el Plan de Desarrollo Concertado Regional y en algunos procesos provinciales y distritales como Celendín y La Encañada.
Bajo esta evidencia no debemos permitir que el Plan Regional de Desarrollo Concertado al 2021 se concluya en 5 meses con limitada participación de actores sociales como se pretende en la actualidad. El plan actualmente en su mayoría es financiado e influenciado por las empresas mineras que buscan orientarlo solo para responder a sus intereses excluyendo a actores como comunidades nativas, redes de municipalidades, rondas campesinas, gremios, partidos políticos y desconociendo cualquier postura o propuesta o temas como justicia, seguridad ciudadana.
Instamos al sector minero a que participe de manera transparente en el proceso de Zonificación Ecológica y Económica, respetando de esta manera el derecho de los cajamarquinos a construir un territorio sostenible.
Exigimos que las autoridades del Gobierno Regional y gobiernos locales asuman el rol que corresponde en defensa de los derechos de Cajamarca. Convocamos a los gremios, instituciones de desarrollo, colegios profesionales, partidos políticos, rondas campesinas, líderes de opinión y a la ciudadanía en general a pronunciarse sobre este atentado contra Cajamarca.
